Honestly I'd never heard of a requirement of only
fighting close to the barrier until this conversation.
 In my experience either you're holding on, or you're
free to do was you will.  This is a little of what the
Pas I've been in look like:

  There's a knight riding the barrier in a couple of
those as pennance for some minor transgression.  The
combattants didn't hit him "by accident" too many
times, and he took his punnishment in good humor.
  My understanding of the origin of barrier fights is
that they emerged during the Hundred Years War.  Much
of the fighting in the conflict consisted of long
sometimes boring seiges.  So bored knights would ride
up to the beseiged town's gates, or breaches in their
walls, and challenge the defenders to a relatively
friendly contest of arms.  They'd fight over
improvised defenses, rubble and low walls.  Keeping
the barrier between them made capturing each other or
overwhelming with numbers difficult.  Just walking up
to a town and challenging their best to a man to man
fight takes some cajones.  It doesn't seem necessary
to commit to staying pinned to the barrier.  "He who
does more is more worthy." (Charny) So I'd say there
are bonus points if you can, but it's not necessarily
required.
  Back to the original point- I don't see the rules
Uther's put forth to limit our foot work that much.   
Like any art, the limitations of the medium can
inspire the creation of more beautiful things.
