I can offer a little clarification on this one.

The Barony only has two open honors for service; the Order of the 
Halberd of Bryn Gwlad is closed.  (That means no further inductions 
into it are planned, and you shouldn't recommend anyone for it.)

The Golden Martlet of Bryn Gwlad is a local award.  It doesn't affect 
precedence or rank, and induction into it is, as a result, not recorded 
in the kingdom Order of Precedence.

Being inducted into the Order of the Dregiau Bryn means receiving an 
Award of Arms, if the inductee doesn't already have one, with all the 
attendant rights and privileges.  Members of the Order also serve among 
the Baron's honored advisors.

Clearly, the Dregiau Bryn is the higher honor.  There are no rules 
about the order in which the two must be bestowed, or prerequisites for 
either of them (aside, of course, from a record of service to the 
Barony), but the Martlet is typically given first.
