Well, if it was a bird of prey, I could help you...but with a cockatiel,
those techniques won't work.
Call Animal Control. At the very least, they will have a record should
the owner call looking for it. They should also be able to come out and
capture it.
The bird seed thing would work only if his hunger outweighs his
fear....which is unlikely for a prey species (the cockatiel) being
enticed by a predator (i.e.you).

I didn't lose one, no...
There's a very lost cockatiel here at work. He's twittering anxiously
and hanging out on our roof. I figure he must have gotten out when
someone was cleaning their cage... poor thing's going to be in a good
bit of trouble if he stays out here, though, since I kind of doubt he's
equipped to live in the wilds of Lakeway.
I wonder if anyone happens to know the best way to catch one? He's quite
tame, it seems, but we haven't gone outside for fear of frightening him
off. I was planning to run down and get some birdseed on my lunch
break...
