The overpass in question is good place to park a tow
truck while waiting for calls, so I can give you some
thoughts on it.  It is dark under there at night.
There is some light coming in from the parking lot of
Hancock Center, but it is oblique and dim.  There are
a lot of bums hanging out there.  The area is dirt and
has a lot of litter.  On the other hand, there is no
reason why anyone should object to us being there,
other than the bums.  Another alternative to look into
would be under 183 anywhere between Lamar and Burnett.
That area has better light, from street lighting, and
is paved.  Still bums, but less of them.

For the excessively politically correct, please
pretend I said 'homeless persons' everywhere I said
'bums'.
