I just don't see the need for all of this bureaucracy and regulation.
If someone comes up with a cool idea for a heavy tourney in the middle
of September, why do we need to say, "Sorry, you can't run it until
January"?  Or if the scheduled Tuesday gets rained out, why not have
it the next week?  Why not let people come up with ideas and decide
when would be a good time, instead of predetermining what type can be
held when?

Not to mention that, despite having several cooking Laurels in the
barony, giving cooking as much time as all other static arts put
together seems a bit lopsided.

I see no reason at all for a fixed schedule.  Sure, I suppose it could
be modified as needed to fit the circumstances, but in that case, why
bother with a schedule?  What benefits does it offer?  (The benefits
you listed are those associated with simply having Tiny Tourneys at
all, which we already do.)
