I believe that the system currently in place in more than adequate to
handle the issue.

The people interested in running a tiny tourney step up and run it.

It's self balancing... If you're concerned that one Art or Science isn't
getting a
Fair shake... step up and run a tiny tourney. 

End of system.

If given the choice, I'll go with enthusiasm , over structure for this
kind of endeavor

The idea is not entirely bad. I do agree that every month is a bit much
but have a "rough" schedule as to when we will have a tiny tourney and
which one is helpful, especially in the A&S side.

My understanding is that our Barnoy wishes to see one about once a
quarter, every three months or so. In this case we can look ahead and
say,
for example the following

1st quarter (Jan, Feb , Mar) a martial tiny tourney as the tourney
season
is not going very strong and we can prepare for war.

2nd quarter (Apr, May June) Bardic Tiny to allow the telling of the tale
from the previous years deeds and heroics from the war.

3rd quarter (July, Aug, Sep) A&S as the tourney season is in full swing.

4th quarter (Oct, Nov, Dec) Cooking as it is fall and harvest time

Obviously these are not set in stone and can be rearranged, but knowing
that a tiny tourney is wanted or requested for each quarter allows those
who wish to place a "bid" to run one can approach His Excellency and
allow
the populace to plan a little in advance. Hearing that a tiny tourney
will
be held in two or three weeks, especially for A&S, may not leave a huge
lead time for some of the crafts to produce anything viable for display,
especially if one is just starting in a craft, especially those with
limited time available due to real life.
