Except for the brass Lock, yes I can teach most of the techniques used
there, or at least a 
decent approximation, based on that  picture. 

Tooling on thin slick leather, and leaving the tooled "down" slick and
shiny, is something I'd have to read up on, 
But I'm sure we can find a technique with a little digging. 

If you have som better close-ups of the carving I can get a better idea
of how it's done...

But teach you to make a fitted pouch for a book which you can carve or
emboss or decorate to your hearts content... well within
Our abilities.

The brass lock you'll have to dig up, but there is lots of neat hardware
for making small chests that works.
