3" diameter head for fibreglas, 2" diameter head for rattan, yes.

As for the lengths, the rules now limit both rattan and fibreglas to a max of 12'. In most major conflicts, however, it's a good idea to check the treaty. This past Estrella, Gulf Wars, and Pennsic, for example, all limited spear length to 9'. For this reason, I think fighting with a 12' spear in local battles (Three Kings or Bordermarch Melees, for instance) makes for lousy practice for the wars.
