[Bryn-gwlad] PIP Tuesday Rapier

I will be there with appropriate forms, etc.  If you would be so kind
as to let anybody that plans to try and authorize know that they will
be expected to have read the current rapier rules as laid out in the
latest "Complete Participants Handbook"

and that they will need to spend much of the practice fencing.
