Using the foam noodles for swiming you can buy at like Walmart are better. As 
they have the hole already and are shaped.. then duct tape it all down.

I would use a piece of foam rubber cut into the appropriate shape,
mounted onto a haft and then covered in duct tape. Depending on how
it behaves, you might want to make a sandwich of open-cell foam (the
squishy yellow stuff) and closed-cell foam (the denser blue stuff
used for camping pads.)
