The only paper they should have would be the temporary authorization 
card, which they should keep with their armor or some other place where 
it'll follow them to events. The other form should have been kept by the 
authorizing marshal, who should have sent it to the Marshalate Secretary.

If they still have both, they REALLY need to see their authorizing 
marshal and make sure the paperwork is completed properly.
