My own gut feel on the matter is that a bard should put forth some vocal content.  Words are the necessary part of the job.  Doing more is a plus.  Of course those guiding the post should have their opinion weighted more heavily than mine.

So, here's a question for our Most Excellent Baron Thomas, and anyone else who would like to chime in...when we hold a Bardic competition for the Titled Bard of our Barony, is it limited to singing and story telling?
