Thank you for the helpful and timely links! I have just gotten off the phone with the ADA (I need to know this stuff anyway, for work) and this is what I learned:
1. Service animals do not have rights of admittance anywhere. The disabled (not service dog trainers, unless they are also disabled) have the right to be accompanied by service dogs. Service dogs in training may be admitted to businesses and other venues as a courtesy, but they don't have to be.
2. Service dogs must be individually trained to mitigate a disability. Dogs that make someone feel better/calmer/lower their blood pressure etc. simply by their presence do NOT fit the definition of a "service dog." Such animals may, with a doctor's prescription, be allowed to reside with the owner in certain "no pets allowed" housing under the Fair Housing Act, but are not allowed access elsewhere.
3. Even animals that do fit the definition of a service dog can be ejected from a business or venue if the dog creates a disturbance (i.e. barking in a movie theatre, having an "accident" indoors, threatening another patron, stealing food from the table in a restaurant, etc.), although the disabled person must be allowed to continue to use the business or service without the dog.
