Actually it was outlawed by the big wigs (priests, monks, cardinals, ect...)  
in the church who had a monopoly on gruit and didn't want hops to cut into 
their profits!  It was not just one law, but a series of laws.  It was 
controversial, and the leaders frequently changed their minds - often more 
than once per year.

Funny how some things never change.
