Good Morning,

  Because of a poorly configured auto-responder, I have moderated the
  central regional mailing list. If the list owner wishes to change that
  back, they are welcome to but until such time as the auto-responder is
  fixed, it is best to leave the list in this manner to keep it from
  flooding people's mailboxes.
