[Chemin-noir] Northkeep and Chemin Noir Activities

Ottokar, I thought we ought to remind everyone of the important
days for Baronial and Canton activities in case anyone is confused.

Northkeep:
Populace Meetings.  The LAST monday of the month (unless it falls
on a Monday Holiday in which case watch for announcement of alternate
date.
Fighter Practice:
On Wednesday evenings with Grub N Garb being the LAST fighter practice
of the month.

Chemin Noir:
Populace Meetings. The FORTH Thursday of the month.
Other activities as announced.
