CR - Siege Authorizations

Well, since I'm now the Siege Marshal for the Loch, I can authorize for
siege engine use.  And I will certainly do that at our upcoming practice.
For those going to 3 Kings, I'll be bringing a couple of engines, and they
can authorize there, too.  Also, yes, you will be able to authorize at Fall
Melees.

The authorization process is fairly simple - I just need to make sure that
you can operate the machine, know the basic rules, and are aware of any
safety concerns.  10-15 minutes should take care of it...

I encourage _any_ fighter who might get put on a siege crew to get
authorized, the sooner the better.  I expect that there'll be a rush as we
get closer to Gulf Wars, and it may take longer...
