Lord Scarhart,
Are you referring to the coastal Per bend azure and gules tabbards?  If so,
then the Ansteorran Star should not be applied directly to them.  It would
result in a heraldic "color on color" error.

What you could do though is put a gold (yellow) circle on the blue and red
field, then put the Ansteorran Star  on top of that.  Thus you'd have a
color on a metal on a color, which is AOK.  The blazon would be Per bend
azure and gules, on a bezant a mullet of five greater and five lesser points
sable.  (A bezant = a roundel Or).

Alternately, you could put the populace badge on the field and have Per bend
azure and gules, on a bezant a mullet of five greater and five lesser points
and an orle sable.

I'm not sure, but you might be able to put the populace badge on a shield
instead of a round disk and have Per bend azure and gules, on an escutcheon
Or a mullet of five greater and five lesser points and an orle sable.
