[Coastal] Devices on Coastal tabards

I've seen the tabards with the gold roundel and frankly do not care for
them. Sorry, that's just my opinion.  After four years, I think most the
of the kingdom is familiar with the Defender's of the Coast's heraldry. I
would still like to see the kingdom arms on the sleeves.
