[Coastal] Devices on Coastal tabards

Thanks to all for answering. Certainly makes my tabard workload less over
the next week. A couple of sleeves (including some for William!) and I'm off
to another project.

I would also argue against the rondel.  If the crown commands a star, we can
add one to the sleeves, but otherwise leave them the way they are.  Besides,
if
someone doesn't recognize the livery by now they aren't active enough and we
should just kill them anyways :)
