Being "on-calendar" or "off-" is not a limiting factor to being published in
the Black Star. Anyone can advertise their event in Notes & Challenges, or
via a paid announcement. You can probably even get your event listed in the
"unofficial calendar" in the back of the Black Star (with a designation
beside it that it's "off-calendar") if you ask the Kingdom Chronicler. (This
is especially likely if you've placed an ad in the Black Star, so the KC
knows about the event.)

The designation "on-calendar" merely refers to whether "events of lasting
significance" may occur (i.e. armigerous awards, Royal edicts, etc.) at the
event.
