[Coastal] Chronicler position for Seawinds ...

It is my pleasure to announce that the Shire of Seawinds has a new Chronicler in Lord Miguel Castile.  Please everyone send him lots of articles and pictures and give him your cooperation to get out the newsletter.  He's been doing a great job as interim Chronicler and I know it will continue.
