ES - 1999 Ansteorra Combat Participant's Handbook

Just finished reading the October Black Star, and I have one
question...   Where can I get a copy of the 1999 participant's handbook
that the Earl Marshal, Sir Kief refers to.  I immediately went out to
the Ansteorra web site.  But the link there is still to the 95 version. 
Or am I looking too soon?
