There are tall boots, but most of them resemble riding boots. I don't
know of any shoes in period that resemble combat boots (or for that matter
those that have a tongue, but my knowledge is not extensive.

No offense intended, but you need to set out whatever rules you want in
clear and concise language in a timely manner. This isn't something that a
harried autocrat should be getting requests for clarification on in the two
weeks before the event, as happened with the list rules at Springfair.
The rules (and they probably need to be only 2-3 sentences) need to go
on the web page and get into the Black Star. Otherwise, one is placed in the
situation of telling people what is acceptable on the field, which basically
means telling someone that they can't play that day.
I was not the only one who needed last minute clarification on the list
rules at Springfair, and a shoe is a less trivial matter than how a list is
run, as it is a piece of SAFETY EQUIPMENT (I rate it 2nd, after my helm) in
addition to being a foot covering.
When people misstep on the list field, they can hurt themselves. It is
far more commmon for someone to screw up a knee doing this than from getting
hit on the knee, for example. If someone has to wear different shoes, they
need to practice in different shoes, so that they can adjust to the different
characteristics (heck, I wear my shoes for a few days before fighting in them
when I get new ones identical to the old ones to avoid blisters).
I don't personally have to deal with this, I won't be at defender, It's
Sukkot, and my wife is due then, but someone who is not on this list, and is
not local needs clear instructions. It does no one any good for someone to find
out 2 days before (or even worse, at the event) that they need to buy and fight
in new shoes.
