When I first moved to Ansteorra 6 years ago I asked a lawyer.  As a
military person I got the info for free.  He basically said what Caelin
said.  He also commented that axes were essentially legal since police
and judges view them as camping/recreational  equipment, the same is
true of bows.  This is why I had an axe for years before I had a sword.  
   While I have never heard of anyone actually found guilty of anything
for carrying rattan, confiscation or arrest have happened.  The second
best defence is to also be carrying armor.  The best defence is to be
polite to the policeman.   
   Likewise the best defence for having a sword is wearing obvious
garb.
