No. and yes.

Inman was Knight Marshal of Elfsea when he first won
Crown.  He has lived in the Elfsea area his entire SCA
career, but I believe called Elfsea his home group for
only a minority of that time.

Also, Llywelyn's predecessor as Baron of Elfea, Duke
Seamus, won two Crowns while living here.

But of course we should celebrate Drake's victory.
