ES - Elfsea Knight Marshal Announcement

Anyone with a current Rapier Combat Authorizing Marshal Authorization may
authorize others to be a Rapier Combatant or Rapier Marshal. To make other
people a Rapier Combat Authorizing Marshal you have to be a Regional Rapier
Marshal.
	Local RC Auth. Marshals are: Dona Kayleigh and Don Llywelyn. The Central
Regional Rapier Marshal is Don Duncan Hepburn, although he is stepping down
soon.
