ES - Herald

Good day,

	I feel a little foolish asking this, but I would rather feel foolish
than not ask, who is our local herald?  I am working on my device and
just made it to where there is not even a hint of conflict with it.  I
was told that I now need to contact my local herald and get it drawn up
and submitted.  So if anyone could give me the name of the herald and
possibly some way of contacting them, I would be most grateful.
