Ummm, no.

A red chapeau is a registered badge of the Order of Pelican.
Wearing an actual cap of maintenance is not restricted regalia 
of the order; especially a blue one, as Timothy suggested.
At least not in this kingdom; it may be that other kingdoms restrict
the wearing of caps of maintenance.
