The letter itself is a form letter that the ICQ server sends to anyone
an ICQ user attempts to contact.

I would guess that the person gleaned a gob of addresses from the
mailing lists and attempted to see who of them had ICQ numbers.

Personally, I prefer to know a person before I attempt to add them to my
ICQ contact list, but perhaps some people use ICQ the way I would use
IRC. shrug.
