ES - Elfsea Defender Chivalric Tourney

In an effort to make the Rapier Community a feature activity this is not a
bad idea and the Chivalric Tourney at spring faire a secondary activity and
the roles of these 2 activities switched at Defender.  I like it. I believe
his Excellency Galen wanted to do some feature activity thing at ATYC and it
got just toooo big for that.
