ES - costumer for hire?

Greetings from Madelina de Lindesaye!

Is there any costumer who is available for hire, either for cash or
to barter for ironwork, who can make a little girl's version of the
red/black lace dress the character Rose wore in the movie Titanic?
My 8 year old is still nuts about the movie, and has been lobbying
for two years for a "Rose" costume.  I have seen patterns for such a
costume, and in fact plan to check out the fabric store this
weekend.  I am pretty much a beginning seamstress, though, and don't
own a sewing machine.  I can do hand work, but it takes me forever
since my fingers go numb if I do any more than sew on a button.
