ES - guilds

Just as anyone within the Society can form a Household to organize
themselves and their friends into a group, likewise anyone can form a guild.
A Guild is merely a collection of people with a common interest (and one
would hope friendship), like a household.

Forgive my ignorance, but are there "official" guidelines or procedures to
establish a guild?  It has been my experience in the past 4+ years that if
there was enough interest (ex. Elfsea's cooks guild) one was established.
