[Elfsea] Cosolidation of Meetings

moot and business meeting was tried in the past,  when we were not in time
constraints with our time limitations.  ie being out of coors by 9pm.

and it did not work out very well.

there are some things that officers need to discuss, without , the populace
in attendance. although, I know that some things need to be brought up in
populace.
