You do not need to be authorized to be a waterbearer. We prefer that you 
work with the official Waterbearer for the event. He or she will make sure 
you know the rules for the day. When you may enter a list field, what to 
do if someone puts the water bottle head in their mouth, ... 

We are currently reviving the Waterbearer's Guild. It will operate under 
the Chirurgeon's Guild (waterbearers report to the chirurgeons), but has 
its own Kingdom Waterbearer office. There will be a short (about 30 minutes) 
class on sanitation, rules, and organization. Those who take the class will 
be Journeyman Waterbearers and entitled to wear a blue baldric with the 
Waterbearer's badge on it. We expect those people to run the waterbearing 
at events. 

A Journeyman Waterbearer is not required at any event and they have 
no authority over the Autocrats or whomever the Autocrat chooses to 
waterbear. However, they will make themselves available. As an Autocrat, 
I would choose someone who wanted to do it and who had instruction in 
doing it well and who (probably) had experience in doing it.
