Lavina you are correct in part.  To administer water to the fighters _ON THE 
FIELD_ they must be authorized (and it can be non-combatant authorization).  
However, there are thirsty people along the sidelines, and many a fighter 
will reach over the rope, or walk off the field and gladly grab a bottle 
from anyone who is proffering.

However, Caelin has also been doing a small class (all of 15 mins?)on "how 
to bear water".  People who take the class are given (or can purchase) a 
blue baldric with the waterbearer's symbol on it.

Caelin can give more detail and probably will.
