First, I don't think the Home told us that we could not use the 
playground. But the toddler bikes are a different story. One should 
not assume that bikes are public property. When the staff came out 
and asked the children to go inside (and no other adults were 
present) I would expect the children to obey an adult who was 
asking them to do a non-threatening thing (go inside and find your 
parent(s)). I believe the staff only came out when they thought 
the children were damaging the equipment.

Second, your analysis and solution is right on target. Quite a few 
emails went back and forth between their Excellencies, my deputies, 
the autocrats, MOC, and myself before the "policy" was sent to the 
list. One of the major decisions was we would ask about use of or 
restriction of use of any equipment or areas in all future site 
acquisitions and any restricted areas would be put in the site handout 
and verbally communicated by the trolls. It is unfair to judge a person's 
compliance to rules of which they are not aware.
