[Elfsea] New: training new autocrats

You need a section on Crisis Management at Events. When the tornado comes at the Canton site, where do you go, how do you set up Chirurgeons, what do you do with the horses, etc. I am supposed to do something like this anyway, so I might take on this chapter in your manual if you don't have other plans.
