[Elfsea] Awarding Keystones

Hail the list!

I know that I've been a little out of touch with regards to when the
Keystone is awarded.  Is it now being awarded at any time as appropriate or
is it still being limited to a particular event?  (BTW, congrats to Caelin,
very deserving)

This isn't a fuss or anything.  I'm just checking out the lay of the land.
(Popping up to do a feast here and there doesn't exactly keep me in the loop
<g>)

On that note, I am very happy that this list was created.
