[Elfsea] Fighter Practice Park question

I'm having a hard time picturing *any* city welcoming this (target
archery) in a public park -- considering that it's a public place, where
people are expected to congregate...unless they have a fenced-off
section with an existing backdrop and a big sign that says, "Archery
Range", how likely is it that Parks and Rec is going to like people
shooting arrows?

For slightly more empirical data, I've been a regular attendee at
city-property practices in Stepps, Shadowlands, and Bryn Gwald, and none
of them allowed target archery, unless you were shooting combat-tipped
arrows at the targets.
