[Elfsea] Big Blue at Gulf Wars

I would prefer to send the Blue and white so we could use big Blue for Steppes, Elfsea, and all the surrounding cantons.  Steppes has agreed to let us use the green one in camp

I would assume that it would be used for their Majesties, and that we may have _limited_ access to it ourselves.  Are we willing to give them the BB or do we have plans to use it elsewhere?
