[Elfsea] Announcement Regarding the Scroll

Certainly, no one's trying to enforce a deadline of January 30th on
deciding whether to be a candidate for the baronial office.

As a Chronicler, Timothy has to have a publication deadline sometime.

On the other hand, someone who wanted to be considered, but who missed
that deadline, would still have fighter practices, business meeting, and
the Elfsea list, among many others, as forums to make himself known.

I don't really want to devote any of Baronial College to this, but I
strongly feel that, like last time and the time before, there should be
an opportunity for each baronial candidate to address the populace at
the polling meeting.
