[Elfsea] gulf war refund

Three Gulf Wars ago I had the same problem come up in the mundane world. It
took 2 weeks to get my refund back. I had to call the Lady in charge of
refunds to get the ball rolling. If you still have your prepay information
it gives you the phone number to call. Sorry I can't be of more help.
