Took me FOREVER to find this one!
 It's not to waste fuel with choppers, it's for the camera crews and
reporters. And there might be a little collateral damage if we drop a
box of Krispy Kremes at the same time. You know how those guys go for
the free donuts, esp if they have to import them from Atlanta or (now)
Texas.

Of course the animal rights people will want to be certain that no
gators or swamp pumas were injured in the course of the drop.
