[Elfsea] Fighter Practice Park is OK

I just got off the phone with our Rapier Marshal, and he has just
visited Veteran's Park. The sky is clearing, the grass is drying and the
dirt areas are only slightly muddy. He says that practice is on for
today.
 
And with temperatures in the 60s, this could be a great practice!
