Okay, I'll do it...
 
You hit very close to the mark when you mentioned ebonics.  it is a
result of that damned and discredited program, as well as the rap and
hip-hop culture, that way too many young black men refer to all girls as
"hos."  The word is a corruption of whore, you pronounce it just like
Santa would "ho-ho-ho."  That it's use is so common is just another
commentary on the degradation of society as Bill Cosby as said.
 
Given that, I guess a loose translaton of what the t-shirt actually
means is "Literature First, Sex Later."

		I guess I am officially "old" now.  I didn't get what
the shirt was saying until I read the product write up.  I kept looking
at it wondering "What does 'Prose before HOSS'---hoss pronounced like
'Hoss' on Bonanza---mean?"  I guess I need to brush up on my written
ebonics skills.
