[Elfsea] Newsletter options

I think a virtual newsletter is really the way to go.
Bonwicke recently went to a virtual newsletter for
their Oracle that can be viewed on their website and
everyone loves it! No wasted paper and no cost, plus
the possibilites of graphics and unlimited pages is
always a plus. I vote yes.
