[Elfsea] Idea for springfaire next year

If we accept it as a donation, then we can use some or all of it for
wall hangings, but they will be the property of the Barony. We cannot
give the cloth or the finished wall hangings to individuals except under
special circumstances (prizes for competitions where all can compete,
disposal when they are worn out, etc.). Consult your local Exchequer and
Seneschal for more information on the rules (mostly IRS rules).
