[Elfsea] Drum Help Needed

MidEast manufacturing used to do it for their drums, but locally there are few and hard to reach people. Most that do it, want to sell you their drums and charge for a rehead as much as their new drums. 
In Bryn Gwlad there was a group of SCA  members long ago that made a jig for reheading. They might have posted instructions, I am not sure. 
A frame that held the hide tight. A jig that pressed the drum into the hide, that could be tightened. Different hides produced different tones, and also the pressure had to be just right. Almost to the point of breaking the drum or the hide. Also the glue mattered. Has been a long time since reading about it. 
There used to be a drum maker that came to Scarbourough, and he would consider reheading drums. But it had to be out of season, as the fair schedule was his living.
