[Elfsea] Fighter practice?????????

My Lord is planning on attending if we can get verification that a rapier 
marshal will be present to do authorizations He was a reginal champ and 
marshal in Middle Kingdom so it wont be to hard    Please let us know ( I 
really dont want to send him out in this weather if he cant get authorized) 
if somone will be there or the best time for him to be authorized before 
Gulf War
